No. Since the 2021 UAE Commercial Companies Law amendment, most Dubai Mainland business activities allow 100% foreign ownership with no local Emirati partner or sponsor required. A small restricted list of strategic activities still requires a UAE national partner — we will advise if your activity falls under this category.

A mainland company (licensed by DED) can trade freely anywhere in the UAE, work with government entities, and open physical premises across all Emirates. A freezone company is restricted to operating within its freezone or internationally and requires a local agent or distributor to sell directly to UAE mainland customers.

Yes — this is one of the key advantages of a mainland setup. Only mainland-licensed companies are eligible to tender for UAE government and semi-government projects. Freezone companies are not eligible for government tenders.

Visa quotas are based on your office space size (Ejari lease area). Typically, each 9 sq metres of office space allows for 1 employee visa. Most standard setups qualify for 2 to 6 visas. We will advise on the exact quota based on your office arrangement.

With Highlights FZE managing all paperwork and submissions, a Dubai Mainland company can typically be licensed within 5 to 10 working days. Activities requiring additional external approvals (such as healthcare, education, or legal) may take longer.
